refactor(views/components): 优化首页通知公告展示和项目附件搜索功能

- 首页通知公告：调整公告列表的序号显示逻辑
- 项目附件：改进附件搜索功能，支持按全部文件搜索
- 搜索组件：更新搜索界面文本，根据搜索范围动态显示标签或项目阶段
